Clear Weather Issue

Hello,

My latest spell addon Clear Weather seems to be in conflict with the main questline. If you use the spell before you achieve the Clear Skies shout, the main questline might be broken on that save. The game reads the Clear Weather spell as a Clear Skies shout.

I'll try to fix this as soon as possible.
